How often is a Berlin charger actually full?
Compare Berlin charger fullness, neighborhood shortages, local price alternatives, and reliability-adjusted price indexes.
Utilization is not the same as fullness
Median station full time: 12.3%. 1768 of 3134 stations are full more than 10% of the time.
Is the neighborhood also full?
Of 2399 stations judged for spillover within 500 m, 91 indicate local shortage and 1029 indicate station-specific demand.
Local price position
Of 1841 stations with a priced competitor within 500 m, 871 are more than five cents/kWh higher than the cheapest nearby alternative. Median gap: 3 cents/kWh. 798 are cheapest locally.
This describes local price alternatives, not how many drivers would switch or a prediction of demand response.
Reliability-adjusted price index
A comparison index, not a tariff anyone pays. 1841 stations indexed; median lift 0 cents/kWh, 90th-percentile lift 2.15 cents/kWh, maximum lift 241.66 cents/kWh.
Definition
The share of time every usable charge point at a station was taken, so a driver arriving found nothing free. This is not utilization, which counts the share of charge point time in use: a single-socket site is full whenever it is busy, while a ten-socket site at the same utilization may never be full at all. Points that are faulted or blocked count as neither free nor taken - a station whose only point is broken is out of service, not full. When a station was full, the share of the stations within 500 meters that were full at the same moment. A station that fills while its neighbors sit idle is not evidence of local demand - it is evidence that people want that station in particular, for price, brand, access or parking. One of those says build more capacity here; the other says the demand is already served a short walk away. Blank where a station has no neighbor within 500 meters, or was too rarely full to average over. For every station with an ad hoc price, what the other priced stations within 500 meters charge. The gap is to the cheapest of them, so a positive number means a driver could pay less within a short walk. This is a fact about the local market, not a prediction: it says nothing about how many drivers would switch, only what the alternative costs. Blank where a station has no priced competitor within 500 meters. A charge point that is broken part of the time is not really selling at its sticker price. Dividing by the share of charge point time that was usable gives the price a perfectly reliable charger would have to charge to be equally attractive - 50 cents at a station usable 85% of the time indexes at 59. It is an index for comparing stations, not a tariff anyone pays, and most stations are unaffected because most never faulted at all.
